Vulcanize has been moved to the Polymer/tools monorepo and is now part of the `packages/bundler` folder. This tool was used to concatenate a set of Web Components into one bundle, primarily benefiting developers working with Polymer and Web Components. For the latest updates and to file issues or PRs, users should refer to the Polymer/tools repository.
