This is a polyfill for the Constructible Style Sheets specification, enabling dynamic creation and sharing of CSSStyleSheet objects across shadow DOM boundaries. It's designed for web developers who need to use this feature in browsers that don't yet support it natively, providing consistent behavior across modern browsers including IE 11.
