This module manages potential and optional peer connections for the SSB CONN family of modules, acting as a staging area for peers that may or may not connect. It provides an API to stage, unstage, and track peer addresses with associated metadata, emitting events when peers are added or removed. The module is designed for use within SSB CONN plugins, not for direct application use.
