This is a polyfill for the Encoding Living Standard's API, allowing encoding and decoding of textual data to and from Typed Array buffers for binary data in JavaScript. It's primarily used by Sinon.js packages as a dependency for testing purposes. The project provides support for various text encodings and is intended for use within web pages without dependencies on server frameworks.
