This Babel plugin enables the use of ES6 classes that extend `HTMLElement` in ES5 environments by shimming the required behavior using `Reflect.construct`. It's designed for developers building web applications with custom elements who need to support older browsers that don't natively support ES6 class inheritance from host objects.
