Disable scrolling on an element that would otherwise scroll

This project provides a simple JavaScript module for disabling and re-enabling scrolling on a document, designed to be used by other libraries that need this functionality. It's ideal for developers building UI components like modals, dropdowns, or overlays that require temporarily preventing background scrolling. The module works on desktop browsers (IE9+) and exposes three straightforward functions: `on()`, `off()`, and `toggle()`.
