Report a project's RxJS API usage to the core team

`rxjs-report-usage` is a small CLI tool that scans a project’s TypeScript/JavaScript source files, counts how many times each RxJS API (operators, creation functions, etc.) is imported or required, and gathers the versions of the local RxJS and TypeScript packages. It then shows the anonymous usage payload and, with the developer’s consent, sends it to the RxJS core team to help them understand real‑world API adoption; the package is primarily used by developers of RxJS‑related tooling (eslint‑plugin‑rxjs, rxjs‑etc, etc.).
