The Apache Cordova Whitelist Plugin is a deprecated tool for controlling which external content and URLs can be accessed by a Cordova app, primarily used on Android 4.0.0 and above. It manages navigation, intent, and network request whitelists through `config.xml` settings, but has been superseded by built-in functionality in Cordova Android 10.x and greater.
