AnimEvent is a lightweight, dependency-free event manager that optimizes frequently fired DOM events (like scroll or resize) for animations by using `requestAnimationFrame` instead of traditional throttling. It's designed for web developers to improve performance in animation-heavy applications, simply by wrapping event listeners with `AnimEvent.add()`.
