This project provides a mixin for LitElement that enables elements to respond to scroll events from a designated scroll target, allowing developers to override the `_scrollHandler` method for custom scroll logic. It is a port of iron-overlay-behavior and is intended for developers working with LitElement who need scroll event handling capabilities. However, the project is deprecated and users are advised to use the `@anypoint-web-components/awc` module instead.
